Software with per user metric SAMP is trying to licence everything

Hi there, a colleague asked me to have a look at a software product that they are having difficulty with.
The software is licenced on a Per User basis but it is counting every unique user regardless of the status of the asset it is installed on. My colleague only wants to count unique users when the asset is in active use. I.E only count users when the asset's operational attribute 'Install Status' equals 'Installed' . Looking at what they have done, they have applied an install condition within the software model where 'Installed on.Asset.Configuration.Install Staus' is 'Installed'
At the moment SAMP is stating that we need licences even when assets are showing an Install Staus that does not equal '
Installed' e.g. Stolen, Retired, In maintenece etc.
So I have two questions.
1. Is this install condition checking the correct data point. If it is , then why is it not working?
2. Is this the correct method to get SAMP to only count users when the asset has an Install staus of Installed. If not what should they be doing?
