Hi Dinesh,
In simple terms, true-up cost is the cost that you need to be compliant on the average prices with your current licenses.
For example , suppose if you have 10 software licesnses, costing 100$ each and also you have 10 installs, that will mean that you are compliant.
The average of the prices now will be your true-up cost. In this case : 100$.

True-up cost is nothing but an estimation. This is the cost that you need to make your non-compliant products into compliant(in other words to remediate your non-compliant products).
True-up cost = average price of each license * no. of licenses required to be compliant

Cost to remain complaint, e.g. post reconciliation you found the licensed installed to be more than your entitlements by let's say 10
then the cost of those 10 licenses on your negotiated price would be the true-up cost
