Hi @Roanna Kay Boni ,
To achieve this, in the left navigator type "Client Scripts" and choose the option under "System Definition". Once you see the list of client scripts, search for "(BP) Hide Attachment Link when Closed)" this will be marked as active in your instance. Turn this to inactive. Run a cache.do and verify you can attach attachments to closed incidents.

To be clear, you want to hide the attachment icon when Incidents are closed, correct?
As @Community Alums mentioned, there is an OOB Client Script [(BP) Hide Attachment Link when Closed] that should be hiding the icon already. However it may be inactive, and you will want to activate it, the reverse of what he describes.
If it is already active, then it could actually be an unrelated script error that is stopping the execution of the script. You would have to check your browser's console for any errors to help track down the issue.

Hi! It is active and works in native UI but not in Service Operations Workspace 😟
