Service Operations Workspace – Make custom icon in sidebar panel to open a new tab with in workspace

I have a requirement, in which I need to create custom icon in the sidebar panel and onclick it is supposed to open in a new tab with in the work space. Example: If I have "Home" already opened and if I click on the "book-outline icon" it should open a tab beside "Home" tab. Clicking on "book-outline icon" is configured with a iframe which opens knowledge portal.
