Show Knowledge Article Activity Buttons in Playbook

A user with admin will see three buttons: Mark complete, Skip, and View article.
However, users without admin (Grant evt_mgmt_operator, pd_autor, playbook_write, playbook_admin, etc.) will only see View Article. Why?

Do you mean that the "Mark Complete" and "Skip" buttons do not appear unless you have the admin role?

Also, the same user can delegate and see all the buttons in the Incident table, but not in Alert.

Did you check the OOB actions are configured with what conditions?
It's an OOB behavior unless somebody has altered it.
