2nd approval not firing.

I created a flow with 2 approvals. After the 2nd approval, an email should go out that the request is closed complete. It appears that after the first approval the RITM is going to Closed Complete and skipping the 2nd approval.

So it turns out that the group had no members in it, once i added users everything worked. So apparently the flow will skip that approval if the group assigned has no users/members in it.,

Could you check the person you are sending the approval for is active or if you are using the group, it has member in it? Also add the screenshots of the step configuration if possible.

I just noticed the group has no members in it. I will add a user to the group and have the tester test it again
