We are going to integrate SolarWinds and ServiceNow, but I'm uncertain whether the integration requires a mid-server.

Yes, MID server is required!!
For Service Graph Connector for SolarWinds, MID server selection is mainly defined in the HTTP Connection menu.
The screenshot below is for demo only, the Capabilities and MID Application can be changed as required by your environment.
Eventually, below will determine which MID server is used:
1> Capabilities configured on the MID server (It has to cover the "Capabilities" defined in the HTTP Connection menu)
2> Supported Applications configured on the MID server (It has to cover the "MID Application" defined in the HTTP Connection menu)
3> IP Ranges configured on the MID server (It has to cover the "Host" IP defined in the HTTP Connection menu)
