APM Licensing Question

We are preparing to implement Application Portfolio Management (APM), and a licensing question has come up.  We know that there are 3 roles associated with APM: Admin (sn_apm.apm_admin), Analyst (sn_apm.apm_analyst), and User (sn_apm.apm_user).  We are also aware that Admin and Analyst require a license, but what about the User role?

We've posed this question to our CSR, but have not received a reply yet.

So, based on above two responses, would it be right understanding that all these APM roles are paid roles?

OR is there some read/view only role that does not require a license?
