I would say Chrome, Firefox, IE10+, Safari, then IE9- in that order. You'll probably get varying opinions on this but really ServiceNow is pretty good across all browsers. I think Chrome is probably the best because there are a lot of SN developers that use that as their primary browser. IE6, 7, 8, and 9 aren't as great...but get better as you go just because they have varying degrees of support for modern standards. The majority of the business world still uses IE though so ServiceNow supports all of them.

In Aspen and Berlin, I found some inconsistencies and bugs in how Chrome and IE support UI policies, where I had to replace some UI policies with client scripts, but I've had no problems in Dublin. I find that Firefox is better to use for development than Chrome. But as Mark said, there will be different opinions and experiences.
The important question is what's the best browser for the end-user? And I'd answer that IE is definitely NOT the best in my experience - just because page loads can be really slow when compared to FF or Chrome, especially when you've got heavily customized pages and more than a few ajax calls.
You also need to be aware of the differences in how browsers implement functionality. For example, if you remove options from choice lists (via g_form.removeOption()), FF and IE will hide the options while Chrome grays the options out.

Chrome is the way to go. There has been a huge shift to chrome lately. I agree with Mark on chrome being used extensively.
