Cannot grant Admin access?

Within my PDI, I created a user and tried to give this user Admin Role. I even tried to use the elevated privileges, but not able to do that. I even logged in as a System Admin but to no avail. I even access the sys_user_has_role table and tried to create a record there, no success. I deleted the user and created a new one, no success.

Hello,
Please confirm that your account as the admin role, as needed.
If you have the admin role and security admin role, you'd need to elevate to security admin to then give them admin and security admin (although you'd assign this to the group, not to the individual).
