Does a the built in ServiceNow Read Only Role Plugin consume a license?

Read only role

If give a user the ITIL role and then add the snc_read_only role to the user, does this user consume fulfiller license?

Nick response from below thread: I got a reply from our account manager and he has advised that it does count towards your license total. Am a bit disappointed, because i have a number of users who don't use SNOW for creating, just to view tickets.

This basically makes the snc_read_only role useless because we are trying to use it for Auditors as seen in the other post.

One of the main reasons why is because you assign the Read-only role   in conjunction with a fulfiller role, so that the given user has read only access to the data that fulfiller (e.g. itil) would have been able to view. The read only role by itself wouldn't provide any access.
