Expected Behavior:
As per ITIL best practices, a Requested Item should only be closed after all its associated tasks are successfully completed and closed.
Observed Behavior:
The system currently allows closure of the Requested Item before closing all related tasks.

I agree. ServiceNow is aligned with ITIL best practices, but it's important to remember that ServiceNow is a platform, while ITIL provides the best practice framework. ServiceNow's out-of-the-box (OOTB) functionality does not always enforce every ITIL recommendation by default.

In the standard OOTB implementation, ServiceNow does not validate whether all catalog tasks are closed before allowing a Requested Item (RITM) or Request (REQ) to be closed. Therefore, the behavior you are seeing is expected.

If your business process requires this validation, you can customize the platform by updating the flow, business rule, or script to enforce it. For example, you can add a validation that prevents users from closing the RITM or REQ until all associated catalog tasks have been completed or closed.
