FLOW DESIGNER: Custom table to lookup a record is NOT being displayed.

I have created a custom table to use to perform lookups.
When I'm in Flow Designer, working on a Flow, and I select the activity to 'Lookup a Record', I do not see my Custom Table.
The custom table had four (4) ACLs on it, but I have since disabled all of them.
I have also opened up everyone type of access I can think of (one at a time) and no luck:
What say you all?

Can you do a cache.do and check again?
Also make sure the flow designer is created in the same scope of the table.

Did a 'cache.do', no luck.
Yep, they are in the same scope.
BTW, here's the super frustrating part ... I ran into this a week ago and when I set the 'Application Access' setting for "Allow Configuration' to TRUE it worked for a different FLOW.
So here I am creating a new FLOW and it doesn't see the table - again.
What gives? Perhaps time for an INC ticket.

All,
Originally I had created the table and left the selection checked to create controls using the suggested role for the table. Like I said, I had since set the four ACLs to inactive, but that didn't help.
I just removed the check on the Create ACLs checkbox and updated the table (even though all four ACLS are inactive) ... went to the FLOW ... and now I can see the table.
