Yes, you need to sit with your AD team to do most of the steps.
Step 1.2, 1.7 and 1.8 has to be done in ServiceNow

Hi Tejaswini,
I assume that by ADFS you are talking about A/D hosted in MSFT Azure. We were among the first to implement that when we went live in 2017. As far as I know, that is only available on subscription. You can check with Microsoft to be sure.
Setting that up is something for implementation specialists as it can be tricky. You will also need to work with your A/D admin to do the set up on that side. Here is the link to the starting point in the documentation.
One important thing, when you are first testing authentication through SSO, make sure that you keep a user with local authentication and that the user has admin rights, otherwise once you turn on SSO for testing, you have no way back in if the initial values are not all correct. If you have access to the default admin account, that is ideal.
Hope that helps.

One thing I should have mentioned. If you will also need to use eSignature, that authentication does not work in releases prior to Paris. There are notations on the item in the KB that it may be fixed in Paris. So far I haven't seen anything that confirms the fix.
I have a work around for that problem. Let me know if you need that too.
Hope that helps.
