Guided tour was abandoned

Guided tour is getting abandoned in the third step here

1. Type Change in filter navigator and click on create new. (Trigger Next Step - Next button)

2. Change Model Intercepter appears , click on Normal Change (Trigger Next Step - Click)

3. Callout to inform user about the mandatory field - tour abandoned.

When I am tryng to open a guided tour in guided tour designer.

This occurs when the reference record is empty under a guided tour.
