Help text for questionnaire

How can I add a help text for a questionnaire through survey designer if I want the help text hidden unless user wants to view it.

But this article refers to the tooltip being visible in the formatting toolbar which I looked into before but couldn't find in the survey designer.

You can't. You can add the help text, but it will always be visible.
