How can I tell to what a user has unsubscribed

I have a user who does not get included in the email distribution for Incident Updated for ITIL.  I created a similar notification for testing and he gets included in that.  From this I figure it can't be any of his global settings.  What I suspect is that at some point he clicked on the Unsubscribe link.  That leads me to ask:

Does unsubscribe apply to the notification or the thread?  If it applies to the notification, where can I find the data on who has unsubscribed from what?

cmn_notif_message.list table would let you know who has what preferences setup
