first of all, you need to define what is "VIP ticket" is it a ticket reported/requested by a VIP person?
Locate your current approval logics - flow or workflow, and add there a new condition - e.g. "RITM is for VIP" then approval is auto-approved, it shall not be without approval but rather auto-approved to follow the correct lifecycle.
You must know the exact condition, I cannot tell due to no details from your side.
Show us what you did and where did you get stuck to be able helping you, this is very vague.
