How to allow snc_external the ability to see reports

We added a custom page to our CSM portal that holds on to a few of our reports in hopes our contacts can see it. When they view the form, they get the "data is restricted" error.

The thing is, the reports are based on tables they do have access to (at a limited level). This is for CSM cases and the reports are on the Case table. The OOB nature is they can see all their own cases if it's just a contact signed in or all the cases associated to their account if they have the customer role so they should at least see a blank report, right?

Why would the snc_external users get the restriction error?

Sometime ago, I encountered a similar situation working on an implementation project.
There was a custom CSM Portal page implemented. It contained a module which has two Catalog Items.
All users with snc_external were not able to access it due to security restrictions. Something like: 'You have no permissions for this category' or similar. Anyway, after checking ACLs, Categories, the Catalog Items themselves, I found out that there were two User Criteria records (one for each of the two items). They were making the items not available for users with snc_external role.
I may add that these User Criteria records were automatically created by the system during the import of the items. Thus, no one was familiar with their existence.
