How to Configure Notification Top right Bell Icon on the Native UI

Hi Community,

 

I am working on the notifications, as part of that I want to configure the Bell Icon which is on the top right side on Native UI, the requirement is.

Let's say we have 2 user personas, 1, ADMIN 2, AGENT.

1, Agent can only able to view the record, update, create, cannot able to delete.

2, As soon as the agent creates a record, ADMIN should get a email notification I configured the flow with Flow designer but when it comes to bell Icon, I want this notification to show on the Bell Icon for Admin persona, and once Admin Approves, Agent persona should also get the notification on the Bell Icon as well as the system notifications.
