How to Create Time only Field with AM and PM Selection

I need to be able to create a Time field with AM and PM selections similar to this:

How can I achieve this?

Not sure there's a good way to do this.
In what context would you need a time but not a date?

This is the requirement from the Business. They perform Processing Periods of Time between the hours of example

11:00Am - 8:00PM etc..

[jamiespeckm]

This would be off a time they need something started but every day or off every day for maintenance.
