How to Send Notifications to Users Only in Now Actions?

Hello everyone!
I would like to know if it is possible to use Now Actions to send notifications only to users without sending them to a channel.
In the "Who will receive" section, I have configured "Users," but no notifications were received!

I have also created messaging content with the type set to "Buttons." It works fine when sent to a channel.

If this is possible, please guide me.

In the Messaging Content, use "Buttons" to send a message to an individual user in Teams and specify the desired behavior in the Script field. For the Messaging Notification, select the "Who will receive" option, choose the messaging channel, and pick the users to receive the notification. Notifications that need user action should have a Messaging Content record of type "Buttons."

I have done it that way, but everyone in the channel can see the notification. I only want the specified user to see it!

In the JSON code, it seems that there is no field to specify the user.
