How to Send Notifications to Users Only in Now Actions?

Hello everyone!
I would like to know if it is possible to use Now Actions to send notifications only to users without sending them to a channel.
In the "Who will receive" section, I have configured "Users," but no notifications were received!

I have also created messaging content with the type set to "Buttons." It works fine when sent to a channel.

If this is possible, please guide me.

I have the exact same issue. It's not documented anywhere, and everything suggests that Now Actions and Messaging should be usable to send to an individual person, but in my case, it's not working either. Channels work but not private messages. If someone has more insights, I would really appreciate them.
