I created a view, but the users cannot change the view. How to fix it?

Is there a view rule that's running on your form by any chance? Do you see something like this (an * beside the view name)?

heck for any View rules in place for that form, based on that condition it's restricting .

Navigate to All > System UI > View Rules. you can check for your form.
