I would like to understand, what's the potential negative impact in our operation if we have overallocated the ITIL license / subscription?
Will it deny other users from using the system?

Hi
no, there is no functional impact. Users still use the instance as before.
But ServiceNow may perform any license audit and will inform the platform responsible to pay the extra costs or reduce the licensed users.

From my experience ServiceNow will contact you to advise of the over allocation and give you 30 days to reduce the numbers or arrange for the purchase of more subscriptions.
