KB Icon is not available for users but is available for ITIL users

I have recently started with a new company and there is was only one KB for ITIL users.
I have created a separate KB for employees. I have tested an employee's access to the kb via url/KB.
However the KB is not being shown on the Service Portal for end users.
The snip attached are as the employee accessing the portal with KB icon and confirmation, they can access the KB.
I would like the portal to display the KB icon for employees.
any help appreciated thanks

Is any user criteria mentioned don the knowledge base or KA level? or it that base has been linked on Service portal.
Go to Service Portal -- Related list - and see is mapping is there for base or not.
