knowledge article import button missing

Within the Knowledge properties I've made sure to check that the "Hide Import Functionality" button is set to false but the import button is still missing from the Knowledge Base and Category sections of Knowledge.  I'm not sure what else i'm missing based on:

https://docs.servicenow.com/bundle/orlando-servicenow-platform/page/product/knowledge-management/tas...

We do also have Knowledge Management V3 plugin installed.

My solution with this issue was to deactivate the navigation menu option for Import Article and the button in the upper right of the Knowledge GUI re-appeared.  It also provided the import GUI that did work properly.

Yes that is the button that is missing, I DO notice that there is now a menu item for "Import Articles", so maybe this replaces the button in the upper right?  Maybe it's one or the other, but not both? The interface looks different now as well.
