Knowledge "Ask a Question" functionality in Service Portal deosnt work for some user

We have noticed that some of the functions don't work for some users. we have selected any user to can read and can collaborate in knowledge base related list.
for example when a user try to ask question on below screen
when try to post question it throw javascript error
