Move Email Reply, Reply All, Forward Buttons in Activity Stream

Hello,

I have activated the glide.ui16.emailStreamResponseActions system property to enable the email reply, reply all, and forward buttons to the activity stream. I am wondering if it is possible to move these buttons around in the box, for example, have them appear before the body of the email or even at the top of the box for each activity. 

The thought behind this is if the body of the email is very long, to avoid having to scroll down and possibly missing the buttons. 

Is there a way to move them? (see attached image)

Unfortunately, this is by design. You can't do this requirement.
