Not having update access while update the exiting record in sys_template table

Hi all,
I am facing a weird issue. I couldn't able to edit the existing records, and few records can be able editable but some records are not editable couldn't able to see update button, it was becoming read-only in sys_template table. Can someone please help me with this?

did you check any ACL is blocking?
what debugging did you do?

I was checking in Sytem Security>ACL. ACL belongs to sys_template table and ACL with write access.

you can use Access analyzer to see which ACL is blocking
