Not having update access while update the exiting record in sys_template table

Hi all,
I am facing a weird issue. I couldn't able to edit the existing records, and few records can be able editable but some records are not editable couldn't able to see update button, it was becoming read-only in sys_template table. Can someone please help me with this?

You are either in the wrong scope, or you have ACLs blocking it.

I am in global scope only. Might be ACL only blocking it. Can, I know which exact ACL is blocking it and which ACL's I need to check (ACL's belongs to sys_template table only right).

yes sys_template table
Any client script or UI policy is making them readonly?
Are you able to edit on list?

No I couldn't able to edit in list security is preventing to edit it.
