Notification service provider: T-Mobile issues

We're having issues with notifications, not being delivered, onto T-Mobile devices.  We can test successfully off platform sending email to the phone number and the messages are received.

Anecdotally, T-Mobile devices have been a known issue and the problem rests with provider as in T-Mobile's problem to fix. I don't agree with this assertion.  I suspect our issues this has more to do with our internal security and mobile device management systems but I'd like to hear from others who have experience with T-Mobile devices in their environments and/or may have experienced similar issues.
