OOB behavior for knowledge category creation

What does the "disable category editing" button actually do out of box? Does it prevent ANYONE from creating new knowledge categories? Or does it prevent just users with write access to create articles the ability to create new categories?

I have a KM manager to the knowledge base (so she has the manager role) unable to modify categories with that checkbox checked. I always thought that checkbox only restricted contributors.

Can someone verify what the OOB functionality is?

According to the docs:

Option to disable editing of knowledge categories. If selected, only knowledge managers can add or edit knowledge categories for the knowledge base.
