"Kill Switch" for messaging notifications

We are just starting to play around with the Messaging Notifications in ServiceNow.  Our company uses Slack quite a bit, and there's a desire to move some notifications from e-mail to Slack.  It looks like Messaging Notifications will fit that bill nicely...except one problem...

 

With normal e-mail notifications, there are two mechanisms for NOT sending notifications in a non-Prod environment.  Under System Mailboxes>>Email Properties, you can either set "Email sending enabled" to No, or you can specify all e-mails go to a specific mailbox.  This works great for a non-Prod instance, so people don't get notifications during development/testing.

 

I'm not seeing any similar way of disabling Messaging notifications across the board in a non-Prod environment.  Am I missing something?
