"templates" missing from contextual menu

Since our upgrade to Geneva the templates created for our knowledge base are no longer visible to select.   The templates still exist in System Definition>Templates, as I can see them listed, but the option to select a template in the form is no longer there.   When I right click the header to select "templates" from the contextual menu, "templates" is not an option available to me.   Any suggestions on how to restore this please?

Click the three dots (more info) icon on the main bar.

The template bar appears at the bottom of forms in UI16 and UI15. It provides shortcuts to apply, edit, and create templates.
