Restricted Caller Access privilege

Hi, I am getting this issue, and I am not able to resolve it with a cross-scope record. Any ideas on what I am doing wrong?

Take a look at Application Restricted caller access and filter off the allowed. You should find the record and set from requested to allowed.

try creating Restricted caller access privilege record in HR Core Scope with Allowed Status and then see
