Retired KB Article Numbers reused

I have run into an issue where we are finding knowledge articles with the same number (duplicates) and they are totally different articles. It appears to be happening with articles that have been retired. I've tried searching and haven't found anything definitive explaining if this is expected behavior.
- Do KB Article numbers get reused if an article has been retired?
- If so, what happens to the original article number if the author chooses to republish it?
- We have implemented the 'Enforce Unique Numbering' business rule but this doesn't seem to be working for retired articles.
Looking for guidance on how to resolve this, what is best practice? Instance is on Vancouver release and affected knowledge bases are V3 as far as I can tell. If I can provide any more info to assist, please advise!
