I'm trying to confirm what seems to be a new feature within SNow - capability for fuller S2P including managing the RFI/RFP processes. Seems that S2P and P2P are being used interchangeably.

I have been working on this S2P Space since an year now. It is not fully mature However you gives you all the flexibility to connect and integrate with multiple ERP system. For now we have Sourcing to Procurement Process which allows you to submit the RFP via sourcing request then send the email for quote request to multiple supplier via negotiation requests and then get the quotes and use the Purchase lines to get the quotes information.
Also it allows you to award the supplier and then creates the Purchase Requisition request and then contract.
