Set Report Designer to Classic UI as the default

Setting the "Use new report designer" Reports Property to false will enforce the Classic UI and it will not allow the user to switch to the new UI. Setting the property to true will show the new UI by default and allow a switch to Classic UI. Is there a way to keep the Classic UI as the default and allow the user to switch to the new UI?

Navigate to User Administration > User Preferences

Create a reporting_new_report_designer preference with the System field checked, User field empty, and value is false. 

Result:  Classic UI is the default but users can switch between the Classic UI and New UI.

When I am doing this. User is not seeing an option to go back to new UI.

Any ideA?

Tried this. Its still not coming for me. Should i look into anything more?
