Setting the "Use new report designer" Reports Property to false will enforce the Classic UI and it will not allow the user to switch to the new UI. Setting the property to true will show the new UI by default and allow a switch to Classic UI. Is there a way to keep the Classic UI as the default and allow the user to switch to the new UI?

Navigate to User Administration > User Preferences
Create a reporting_new_report_designer preference with the System field checked, User field empty, and value is false.
Result: Classic UI is the default but users can switch between the Classic UI and New UI.

Might want to be careful using the Classic UI now. I just had a conversation with HI where the Classic UI won't let us add extended fields to a report. ServiceNow is pushing the new UI so I imagine that the Classic UI will go out of commission soon but that's just my guess. We might start forcing our users to to the new UI by creating a system property glide.ui.report.old_report_builder and setting it to false to default users to the new UI and prevent them from switching to the Classic UI.
