Templates not appearing in toggle bar

Hi ServiceNow Community,
When I go to create a new Knowledge article, my templates aren't appearing in the toggle bar even though there are multiple:
The templates only appear once I create a new template:
It does show when you right-click on the header > Templates > Apply Template:
However the end users want to be able to see it on the template toggle bar.

I tried to see whether this was happening only for Knowledge, but it's also happening in other applications such as Demand. Has anybody else ever had this problem? Does anybody have an idea on how to fix this?

Interesting because I don't see the Template option on the form context menu at all. In UI16 there's no mention of templates and in UI15 it simply says "Toggle Template Bar". It looks like there may be a hold over from an upgrade issue. That being said, you see templates in that menu so there are obviously records in the sys_template table that apply to this table. Why they don't show up in the template by and why you have the legacy menu option is a mystery to me. I recommend a HI ticket. It sounds like the upgrade process may have had an issue regarding templates.

Thanks! I wanted to post this on the Community first before opening a HI ticket to make sure I wasn't missing something.
