Unable to activate workflow in flow designer

Hi All,
I have created 5workflows in flow designer.
they are in Draft status and I am not able to publish them
Two are activated and working fine but I am not able to activate rest 3.
I click activate and get a message that flow has been activated successfully but when I go back to the workflow list the value still appears to be false.
Please help.

Hi,
why not use Cart API to create REQ and RITM
Post that you can create Catalog Task by adding the logic to same script

Hi Ankur,
I have no idea how to do that ..Does that involve any coding/scripting?
I did not do any coding in this one.
Everything is working with above workflows, But I am not sure I am not able to activate three ...2 are activated and working fine.
