there is a dedicate role for doing this.
My suggestion is to use the itil role.
However, please read the following official documentation, it might clarify you the concept a bit more:

I found one specific role (global_exporter) that allows users to export list/table.
But I will keep your information in mind, for future reference.

It does not look like it. I was able to impersonate a user with no roles go to Incidents under self service and export the list of that users incidents.
