Users not having delegates

How can i pull the list of users who are not having any delegates to them ?

Are you using the delegation plugin for this? You can go to the list view and create a report, or have you assigned the delegate using some other method? Please provide more details.

use this in report, use related list conditions on Delegate table

Yes, you can see a count less than zero in the report-related list level.
