Virtual Agent Lite - without live agents

Hi. 

 

I'm struggling a bit with setting up Virtual Agent Lite. I've published duplicates of the two OOB topics for ITSM Self Service Lite ("Check Ticket Status" and "Report an Issue"), but on my portal I keep getting the message: "There are no agents available at the moment. Please try again later." 

How do I disable the live agent so that the users can only use the virtual agent? And how do I make the two topics that I've published available in the chat? 

 

I hope someone is able to help.
