After talking this through in a meeting with ServiceNow and local network engineers, it looks like previous devs setup a VPN using what looks like wrong settings. They're working through these issues now. Thanks for the help.

Funny story, I have. I've been going around in circles about this since about 4/29 now. Very frustrating, especially since I thought confirming that a VPN tunnel exists or not and asking what the details are was a simple request. ????

It should be - send me an email on --- and I'll look in to it for you. If you have a case number, please provide that.
The only caveat I can see is, if you're a partner and are asking about a customer instance that you don't (on our papers) manage or have access to. In that case - support should probably not answer...
