What does the email error message "Notification (unknown) excluded recipients because user has no usable devices " mean?

I set up a scheduled report for our help desk team and set recipients to be all member of that Group. When I went to check that all was well, I noticed that one member was not on the distribution. The log showed the following error:

This is a major user/fulfiller who regularly gets emails from our instance and is logged into the system all day. Can anyone tell me what this message is actually trying to tell me?
