When setting Can Read (or Cannot Read) User Criteria on article, it only applies to current version

I discovered that when we have a published article and I set a Can Read User Criteria record on it and re-publish it, only the newly published version has the "Can Read" restriction. This seems very faulty to me. If a KB article is going to be locked down, previous versions of the same article number should also be locked down.
Anyone have any experience correcting this issue?

We have configured an ACLs to get rid of this. so basically an additional if condition advanced script in ACLs checking if state is not published then only author or knowledge people could access the article.

In these cases, the article state does indeed equal 'published' because they were previously published versions without the read restrictions. Thoughts?
