When the RITM is set to pending, end user cannot post comment.  Activity Tab and attachment tab missing

Found it, the configuration is under Standard Ticket > Standard ticket Configuration. When you go into the one for sc_req_item and click on lets say activity under the Tab configuration you will see state is not pending. You will need to switch to Service Portal - Standard Ticket applications to make changes.

This appears to be the out of the box functionality as I'm able to reproduce this in my PDI. I'm guessing it is configured in the widget but I'm still looking for what is doing it.
