When the RITM is set to pending, end user cannot post comment. Activity Tab and attachment tab missing

Found it, the configuration is under Standard Ticket > Standard ticket Configuration. When you go into the one for sc_req_item and click on lets say activity under the Tab configuration you will see state is not pending. You will need to switch to Service Portal - Standard Ticket applications to make changes.
